When I buy a kirby license do I need to set the domain at the moment of the purchase or I can collect the licenses in my account and use when i need them ?
No, I don’t think you have to set the domain, wouldn’t make sense if you buy multiple licenses, you can collect them and use them later.

@texnixe is right. The domain will be set as soon as you use the license code in the panel to register your installation. But even this can be changed later if necessary.
Once I have purchased a license, how do I go about it? I guess, I enter the license on the public host. How about the localhost where I develop the site?
So:
a) what would happen if I (wrongly) entered the license for the local dev site?
b) how to handle the license if, for instance, I upload the site, then for whatever reason need to delete it and upload it again. I.e. can I somehow deposite the registration within the local dev environment and have it properly activated when uploading to the remote host?
It should still be possible to register the public domain, if not, you can write to support.
Instead of registering via the Panel, you can put the license file into the config folder as explained in the docs: Get up and running | Kirby CMS
