Is there a way to force local computers to reload the HTML content?

I’ve got a call from a client yesterday, that two text changes that another colleague did more than a half year ago, are still not changed on their phone and desktop browser. (Chrome)
I helped them to delete their browser cache.
Other colleagues had the changes already applied.
Therefore it was not a local cache issue.

Is there a way to force all devices to reload changed HTML content?
Similar to renaming CSS files to force a reload?

The page is a one-pager that loads sub-pages as segments.
Might this be part of the issue?
