Edit default block for control in panel

Where would I be able to edit this button and remove the ability to “Delete all”, the ellipsis will go away, and it will only say “Add+”

The user already has the ability to delete each block within, I just don’t want them to have such easy access to “Delete all”

There is no option to remove that button. You could try if you can target the delete button via CSS and then hide it.
