Min/max options with page status on pages section

I can’t delete the page when i set min/max option. This works great, OK!

But i can unpublish the listed page (for ex: 2 listed pages exists), here options:

listed:
    min: 2

Or set as unlisted the draft page (for ex: 3 unlisted pages exists), here options:

unlisted:
    max: 3

So page status changes don’t respect min/max options.

Any idea about this issue?
