URL restructure battle between dev and SEO

I am stuck between my Kirby dev and my SEO guy arguing about restructuring our URLs.
We’re wanting to add a layer into the URLs to reflect a service offer for SEO ie moving from “name.com/portfolio/case-study” to “name.com/services/category/case-study” for approx 60 URLS.
My dev is saying this is 30 hours work and my SEO guy is saying it shouldn’t be more than a couple of hours.
Obviously the SEO guy doesn’t know Kirby but he has a lot of experience doing this – citing a similar job with 8000 URLs taking a couple of hours.
I am stuck in the middle and am trying to resolve the, now heated, dispute between the two of them.
Is Kirby more complex for this kind of work, could the dev be misunderstanding the scope or is the SEO guy being excessively optimistic?
Any insights or help greatly appreciated.

Thanks for that. I have gone back to them both with this.

This also makes me question another piece we’ve scoped. Our page titles are autotagged with our site name, ie “NAME - Case Study” and we want to change it to “Case Study Service - NAME Service Offer”. Currently we can only change the case study name with Kirby autotagging at the front. We want to disable this and have fully editable page titles.

The dev has said this is 3-5 hours work. Is this realistic?

Haha, even 3-5 hours would be too many for a simple rerouting like that which can be achieved with two routes.

Nope. Unless the dev has hard-coded it in every single page and would have to change hundreds of pages manually, in which case the approach would be wrong.
