I just discovered the new Kirby block editor and love it. I made a new H4 plugin and now I’m wondering if there’s a possibility to re-arrange the order of the “change type” context menu. Since my H4 plugin sits all the way at the bottom and not under H3 (where I’d like it to be)
I don’t think this is currently possible, I already experienced the same. The Editor will finally evolve into something much more flexible and exciting though, you can follow the discussion on Kirby’s Discord channel: Kirby CMS

I got exactly the same case 
The Editor will be replace with the built-in blocks and layout fields in Kirby 3.5, scheduled for release on December 15th. Check out the release candidate here: https://github.com/getkirby/kirby/releases/tag/3.5.0-rc.4
