Is it possible to define blocks for layouts

Is there any way that when you select a layout it displays different blocks

For example for layout - “1/1” I can choose Header, Text, Quote
and for layout - “1/3, 2/3” For first column I can choose only Image for second, Header and Text only?

Not at the moment, but blocks per layout are planned.
