I made a website with a designer/developper. I’m considering asking another developer/designer to change the website. Can I ask the previous designer to migrate/send the code to me so I can free myself from his dependence? If yes, how would this happen?
Usually yes, but that depends on the contract you have with the current developer.
But how should I formulate the question to him? And if he agrees, what file or documentation shall he send?

I’d go for the truth. And then you need all project files, so that it can be deployed to another server.
