Customising the "block options" pop-over

I was asked by a customer whether I could move the “duplicate” button in the pop-over menu on blocks from the 3-dots outside to the other options and I wonder, If that is even possible/if there is a way, without “hacking” to achieve that. Can anybody answer that?

Theoretically it should be possible to overwrite the BlockOptions component with a custom component.
