Associating images to tags used

How woud I go about associating images to tags used within the Panel,

for example, If I had a page USA, and I tagged it as such, on the front end I’d like to retrieve that tag, but display an image for it instead.

There’s probably more than one way to go about it. One option would be to define all your tags in the site object and assign an image to it, using a structure field.
