Limiting fieldsets to layouts

I’m using the ‘Layout’ field in order to create a multi-column system of content.
I was wondering if it’s possible to limit a fieldset for a specific layout.

Let’s say I only want to offer the client the possibility to use heading and text fieldsets in a 1/1 layout but not in a 1/2 layout, where they can only use images.

I hope what I ask makes sense

No, currently, fieldsets (and settings) can only be defined on the layout field as a whole, not for the individual layout definitions.
