It seems that when a panel page with tabs is visited, the tab that opens by default is the first, correct?
Can this be controlled?
To me, at least in this site I am working on, it would make sense that the tab that is open when leaving the page is the one we find again open when we visit the page again.

No, there is no setting to control which tab is open when you revisit the page.
There is a related ideas issue here: https://github.com/getkirby/ideas/issues/91 While this only deals with cycling between pages, it could be part of something user configurable in general.
