AVIF Thumbnails are saved in root, JPGs in media folder

I just found out that all modern image thumbnails (AVIF as an example) are saved in the root folder while classical images (JPGs) are saved as thumbnails in the media/site folder. How can I achieve the same behavior for all?

All files are primarily uploaded in the page folder/or the site folder they belong to (unless otherwise set).

Thumbnails are then created on the fly as needed and are stored in the media folder.

What do you mean with root folder?

Do You eventually use an old version of the focus plugin?
There was an issue about that behaviour.

Thanks, it was indeed the focus plugin which I have now removed as it is a core feature.
