is it possible to add placeholder texts to the Title and URL appendix fields in a page’s Create modal?

Not out of the box, you could replace the modal with a custom modal in your own section, I guess. But what is your use case for using a placeholder?
In this case, the only use case would be providing the naming scheme for different kinds of pages (e.g. lastname-firstname, or YYYY-ws) in a more direct way to the contributors.
There’s already info fields in the panel … I hope those are enough.
