Hiding blocks yes. But what about hiding whole layouts (which contain many blocks perhaps)?

In your image there is this option for hiding the block. Not the entire layout like below.
That is currently not possible. But are there any plans regarding that or do we have simple workarounds that are known?

Sorry, then no. You could use a toggle field in settings, but that would not reflect in the Panel, unless you modify the layout component.
Or you could use the layout field inside blocks
